I think it might be something about losing to Iran, specifically:

Isn't (or perhaps wasn't) there one in Iraq, modeled on Saddam's fists holding swords (which crossed to make the top of the arch), & helmet (politely representing trophy heads) from Iranian soldiers killed in the Iran-Iraq war ?
