Except for the angel, it looks a lot like en.wikipedia.org/wiki/Arc_de_... which was originally a monument to Napoleon's victories.
So he was like "That arch thing in France, but way less tasteful and historical, also white marble and gold. Add more eagles."

Commissioned to honor those who fought and died for France during the French Revolutionary and Napoleonic Wars, the Arc bears the names of French victories and generals engraved on its inner and outer surfaces.
It has a meaning, not like trumps plan.
